Allocating places for vulnerable and/or hard to place West Berkshire pupils
West Berkshire's 
Pupil Placement Panel [1MB] (PPP) considers the circumstances of vulnerable children that have been referred to them.
Following consultation, the panel works out which school should admit them or provides an alternative arrangement. Sometimes this might include a 6-week trial at a new school (called a
Fresh Start Agreement [481KB] ).
In-Year Fair Access Protocol
The aims to provide a fair and transparent process for allocating and providing appropriate education for all vulnerable and/or hard to place West Berkshire pupils.
The Protocol applies to both primary and secondary schools, and sets out how decisions about admissions of vulnerable and/or hard to place pupils, outside of the normal admissions round, will be agreed.
It's also used to protect schools from admitting a disproportionate number of vulnerable pupils.
