North East Thatcham Masterplan

The site at North East Thatcham has been allocated in the Local Plan Review for development of approximately 2,500 dwellings and associated infrastructure (Policy SP14).

Site allocation

The site at North East Thatcham was allocated for development through the Local Plan Review. Icon for pdf SP14 [1MB] sets out the policy requirement for the site which include: 

  • approximately 2,500 dwellings 
  • community facilities, including local centres, healthcare and education provision
  • green infrastructure and new community park making up approximately 50% of the site

Masterplanning

SP14 requires that the Council and the North East Thatcham Partnership (NETP) work together to develop a Masterplan for the site. The Masterplan will set out further guidance on how the policy should be delivered on site.

Lots of work has gone on to support the allocation of the site in the Local Plan Review, which was subject to examination in 2025. The masterplan will build upon this work.

The Masterplan will determine the location and extend of build development, land uses, green infrastructure, key access arrangements and other infrastructure.

The Masterplan will be subject to public consultation and will be presented to Council to consider its adoption.

The Masterplan will be a consideration in determining any future planning application for the site.

Expected masterplan timetable 

  • March - June 2026 - Masterplan Development 
    • April/May 2026 - Public Engagement 
  • June - July 2026 - Consultation on Draft Masterplan 
  • August - September 2026 - Finalise Masterplan 
  • November 2026 - Council to consider adoption of Masterplan 

Public engagement 

The first period of public engagement on details of the masterplan will take place from Friday 24 April until Thursday 14 May. This period of engagement will allow key stakeholders and members of the public to review work that has already taken place for the site, and to input into the masterplanning process. The feedback collected will feed into the draft masterplan. 

This stage of public engagement will include:

  • workshops for town and parish councils and invited stakeholders

    • Thursday 30 April 4pm to 8pm at Acland Memorial Hall, Hermitage Rd, Cold Ash, RG18 9JH
  • online, web-based consultation, including a Virtual Town Hall event

Consultation on the draft masterplan will take place in the summer 2026, before the final masterplan is presented to Council to consider its adoption.
