The Constitution sets out how the Council works and how it makes decisions. The Council is responsible for a wide range of services. It must provide some of these services by law, whereas others are discretionary. 

The Constitution is listed below, split into sections for ease of reference and for enquiries regarding the Constitution, please contact the council's Democratic Services team.
