Flexible Eligibility under the Energy Company Obligation Scheme

Our Statement of Intent defines who is eligible for funding under the scheme

The flexible eligibility part of the Energy Company Obligation (ECO) scheme allows local councils to set their own eligibility criteria for funding to help those most likely to be in fuel poverty make energy saving improvements.

Energy companies can spend up to a maximum of 25 per cent of their full obligation within the criteria.

We are currently working with Heat Berkshire, as part of a wider Berkshire Scheme. There are currently no plans to procure additional partners, however potential partners may leave their details for future reference.

We will be working closely with energy companies, installers and customers to maximise the use of the scheme. However, being eligible does not guarantee that any individual household will benefit from energy saving improvements, as the final decision is made by the energy company and will depend on:

  • the survey carried out and installation costs calculated
  • the energy savings that can be achieved for a property
  • whether suppliers have achieved their ECO targets or require further measures to meet their ECO targets (this will affect the amount of funding available through the scheme)

We must publish a Icon for pdf Statement of Intent (SoI) [460KB]  that defines who is eligible for funding.
